Where is This Collected Revenue Spend On?

According to the NFC, the following four factors are used to determine the distribution among the provinces:

  2. Poverty and backwardness 10.3%

  4. Inverse Population Density 2.7% (How much population is scattered per square Km.)

Of the total amount, the federal government retains 42.5% and distributes 57.5% among the four provinces according to the formula described above.

Income tax in Pakistan is calculated according to the rules set by the Federal Board of Revenue (FBR). To estimate your tax, calculate your annual income and apply the FBR tax slabs. To calculate tax in Pakistan, deduct the tax-exempt allowance and any eligible loan deductions, then compare the remaining amount with the tax slab provided by the FBR. This is how you can calculate your taxable income.

To calculate your annual income, multiply your gross income (income before tax) by the number of pay periods you have each year. For example, if your gross income per pay period is Rs. 100K and you are paid 12 times a year, your annual income is Rs. 1,200K.

If your annual income is less than Rs 600,000 or your monthly income is Rs 50,000, you are tax-exempt; i.e., you will not pay any tax.

Under Pakistan’s Income Tax Ordinance, 2001, several deductions are available, such as Zakat, pension fund contributions, and interest on loans taken from recognized institutions, as well as tax credits for education and medical expenses.

Under Section 4AB of the Income Tax Ordinance, if an individual’s income exceeds PKR 10 million, a 9% surcharge is imposed on the income tax payable.

Surcharge = 9% × (Income Tax Payable)

There is a clear-cut difference between filer and non-filer tax deductions.

A filer is someone who submits tax returns to the FBR. Tax filer benefits include lower withholding taxes on vehicle purchases and registration, bank transactions, and property dealings. If excess tax is deducted, they can claim a refund within two years.

Non-filers are people who do not file tax returns. They have to pay much higher withholding tax on vehicle purchases, registration, and property purchases—typically around 10% to 18%. They also have to pay 35% to 40% withholding tax on bank profit (profit on savings).
